Sample answer
Nowadays, people are producing more rubbish than ever before. This is becoming a serious environmental problem in many countries. There are several reasons for the increase in waste, and governments can take a number of measures to reduce the amount of rubbish produced.
=====
One main reason is the growth of consumerism. People often buy more clothes, electronic devices and other products than they actually need. In addition, many modern products are sold in large amounts of packaging, much of which is made of plastic and thrown away after a short period of time. Another reason is the popularity of disposable products. To illustrate, people commonly use plastic bags, cups and food containers because they are cheap and convenient. As a result, a large amount of waste is produced every day.
=====
Governments can take several steps to deal with this problem. Firstly, they could introduce higher taxes on products that create a lot of waste, such as single-use plastic bags and containers. This would encourage people to choose reusable alternatives. Secondly, governments should improve recycling facilities and make recycling easier for the public. For instance, separate rubbish bins could be provided in residential areas and public places. Finally, governments could run educational campaigns to teach people about the environmental consequences of producing too much waste and encourage them to consume more responsibility.
=====
Overall, the increase in rubbish is mainly caused by consumerism, excessive packaging and the widespread use of disposable products. Governments can reduce this problem by introducing taxes, improving recycling systems and raising public awareness.
